“The article paper has been initiated by the author to provide another composition relevant to the changes happening in the known “Manila Bay” after the area has been cleaned-up by all sectors through the environmental process being implied and to share with the people around the world of the topic, which covers the entire natural seascape ecology being destroyed and molested during from the Aquino to Aquino administrations as one of the roots of a graft of corrupt practices in the country. after they have got the richness of the country for their own interest that supposed to be for the Filipino.”

Abstract

A good mind that has a vision can change the environment and restore whatever seascape-landscape had in the previous administrations as a reflection of what we can see in Figure 01 above as self-explanatory after that had been corrupted by the Corrupt Oligarchs, Stupid Government Officials, & Catholicism Hypocrisy. Herewith will discuss the implication of the changes after the cleaning and ongoing environmental process for the community, as a country and with a President with political will.

Management Planning View

In the author’s view, management planning is one of the strategic points that need to be understood that simplifies the works through the given direction and time. However, as a practicing engineer by profession in the construction sector, which is part of the environment we are discussing. Environmental management planning is a must and thereby, the process of conservation must be addressed and adhered to within the construction management team is working on. The author is saying this because of the relevance of the topic presented in this article, “Landscape Conservation and Management,” about the situational happening in the construction environment as well as in the governance policies.

Methodological Reflection

The author has made an article as a reflection of this article paper and was published in the LinkedIn platform that becomes one of the most-read articles depicting landscape conservation about the rehabilitation of Manila Bay, “Reflection on the Battle of Manila Bay, (Gomeseria, RV, 2019 February),” however, it was President Rodrigo Roa Duterte, the only president in the Philippines after the late beloved President Ferdinand E. Marcos who made a direction to save Manila Bay at all costs. And with all the garbage’s from all sectors and establishments, Manila Bay was used as a big bin of Metro Manila and those had been isolated to include in the governance policy for many years from Aquino to Aquino administrations to prioritize instead as the image representation of the country, but due to their stupidity, negligence, and dumb leadership resulted as the worst and dirtiest country in the world.

Results and Discussions

What the author’s trying to say is that, whoever sits in the Malacanang Palace and if they don’t have environmental conservation in their mind and political will, you will expect of the worst scenario that will be happening again in the future similar to what happened historically from the previous administrations on how they molested the Filipino people for decades as there’s no chance and no way to clean-up Manila Bay for many reasons and alibis, which had been manifested and testified of that kind of abuses as far as ecological aspect is concerned. And that resulted too in graft and corruption practices they have had brought, and again, was happened for shameless decades in the country.

In the author’s article line and quoted as; “The historic event of January 27 early in the morning whereas most of the government agencies have participated in reclaiming what Manila Bay was before, and, at the end of the day of cleaned-up, a vast change has been noticed from smelly garbage Manila Bay into a natural sea breeze, and that was witnessed even by the foreigners alongside the bay aside from more than 5,000 volunteers who made into a reality – that was the initiatives and political will from the Duterte’s administration” (Gomeseria, RV, 2019 February). Meaning, the conceptual goals in reclaiming in the implementation of such a vision was made through the president’s initiatives and political will towards ecological aspects and principles for the good of the community in sustaining a sustainable environment for the next generations towards UNDP Sustainable Goals #11, Sustainable Cities and Communities. And from there, you can feel the advantages that every Filipinos can be benefitted from it positively with the present administration. However, the negative side had been implicated mostly in violating the environmental law and the prevailing rule of law that supposed to be for the environment.

Another point in the author’s article line; “If we can only recall what the plan for Manila Bay’s rehabilitation was, it is; indeed, that was initially ordered by the Supreme Court in 2008, and however, the order was never materialized until now. The fact that was never emerged in 10-years because of the negligence of the previous administrations until President Duterte came for his political will in mandating Manila Bay’s rehabilitation. Moreover, there are 178 LGUs and 5,714 barangays inside the Manila Bay Watershed Area with the DILG Memorandum Circular No. 2019-09 that was released on January 24, 2019. The memorandum has an order to “fulfill their roles and responsibilities under environmental laws that contribute to the rehabilitation of Manila Bay,” and weekly clean-up drives as an initiative” (Gomeseria, RV, 2019 February). Hence, negligence of the past administrations can’t be imagined and had made it as a sacrificial lamb affecting the entire biodiversity only for their self-interest and ambitions on how they can cheat the Filipino people in the country by the Corrupt Oligarchs.

As the author’s observation and conclusion, whatever happening in the “Battle of Manila Bay” is a great challenge to everyone that can’t be denied the positive impact of their greatness they did. Although that was the initial stage conducted by the inter-agencies of the Duterte Administration, the sacrifices and the motivation gathered can’t be measured how great they are in winning that kind of campaign.

For the past 3-decades from Aquino to Aquino administrations have no guts and will as compared with our beloved President Rodrigo Roa Duterte that has the political will and visions, but a corrupt government and cheating the rights for the Filipino people that supposed to be.

President Rodrigo Roa Duterte is a strongman who has a vision for the country and for the Filipino people's rights in the next generation whereas aiming towards a sustainable environment with law and order, reinstating the ecological biodiversity, which can’t be denied as his initiative and will in his administration.

Recommendations

With all aspirations happening now and the changes in the Manila Bay, Baseco Bay, and the Pasig River; it’s up to you can decide who are the Garbage President of the Philippines and the president who molested the entire country’s biodiversity of graft and corrupt practices that have no law and order.

The worst thing there was lasted in 3-decades after the late beloved President Marcos before the Filipino people was awakened of the historical facts, the truth of having corrupt oligarchs in the country and stupid government officials in the whole country that made the Philippines' quality of life poorer.

That is too shy, right? But that’s the reality of what happened in the country (the author’s home country), and of course, the fact of Catholicism hypocrisy around the country and the Corrupt Oligarchs who monopolized the natural resources as one of the commodities for Juan de la Cruz aspirations and fate.

However, into an emerging state and fabrication of fake news and fake history are the worst ever happened that needs to be changed. The question there, how they can reinstate the implementation towards a sustainable environment for the Filipino people since the Corrupt Oligarchs, stupid government officials, and Catholicism hypocrisy are still in place?

The author does hope in God’s Faith, changes must be implemented with law and order towards a sustainable environment that every Filipino deserves to live and just.
